LAPD is a Sheriff Police Force and CO-OP (Corporate Operation) based on that model. I graduated Police Academy in Seattle, Washington and after visiting San Diego, Los Angeles, San Francisco, Sacramento and many other places around the world I was hired by LAPD before going back to Denver, CO and becoming a Physician and US Magistrate and then returned to Phila., PA and became a US Marshal and I even visited Washington, DC on a few occasions during that time.
